In 2007 and 2008, the United States House of Representatives Committee on Education and Labor asked the Government Accountability Office (GAO) to investigate numerous reports of abuse of children in residential programs for teens. The GAO investigators, as well as survivors, parents and subject matter experts, testified before Congress.
